The linked FY2025 and FY2026 ZIP files each returned HTTP 403 on 14 October 2026. The two linked data-dictionary PDFs returned the same response. This project did not bypass that control, infer CSV headers or load substitute data, so no totals, rates or rankings are shown.

Presented and final refused weights are pounds recorded on the lot dataset. Lots, pounds and refusal-reason rows are separate measures.
Future verified archives stage by fiscal year and promote only after lot, reason and join-integrity counts match.
FSIS jurisdiction covers imported meat, poultry and egg products. Every commercial shipment is presented for reinspection, while additional examinations and laboratory sampling may be random or for-cause. Refusal activity is not a food-safety probability or a country-safety ranking, and values can change as dispositions progress.
